To "pay off their indebtedness" to "indigent females"? I'm curious what sort of services might have incurred that indebtedness, but surely the females I'm thinking of wouldn't be taking anything but hard cash.

It is certainly possible Stanton had a hand in drafting the policy in the order, but it went out over Lincoln's own signature and is part of Lincoln's presidential papers.

Second, what is the source for this order? It is not in the Collected Works of Abraham Lincoln. Do we know that it was written by him and not by Stanton?

Very interesting. My ancestors were from Hyde County, on the Pamlico Sound. When I researched them, I found 2 ancestors who fought in the Civil war, on the Union side, which surprised and pleased me. I hadn't realized the Union controlled Hatteras this early until recently.

It also appears that Pillow's indecisiveness and timidity cost the Confederacy a chance to secure Cape Girardeau, MO -- a port on the Mississippi with high ground well-sited for artillery, from which they could have controlled river traffic.
